I think a "cushion" is perfectly rational. Police have limited resources, so if they have to be judicious about whom they're pulling over, why not pull over the serious offenders as opposed to those speeding within the cushion? Sure, I understand the argument that a speed limit is a speed limit, but if an agency ever feels that speeding only a bit above the limit creates a danger, I'm sure that literal limits will start to be enforced. Until then, I have no problem with police going after the worst of the violators who are obviously creating a danger on the road.
