Is this shameful for NASA or for the Bush Administration?

NASA it seems continued to perform and publish meaningful research even during the assault on its funding, findings, and dissemination from the Bush Administration, and its political appointees in the NASA Office Of Public Affairs.

I don't think this looks too bad for NASA proper. Rather I think we should take this learning opportunity to push for stronger safeguards in presidential administrations making staffing decisions at NASA. The Administrator's post by necessity is a politically appointed post. Beyond that, it should be hands off of NASA's internal structure from presidential administrations.
