how to speed up peer review

One possibility would be to change the deadlines. I have never reviewed a paper myself, so I'm only speculating, but I imagine that reviewers finish slightly after the deadline, on average. Give them 3 months, they'll finish in 3 months, 2 weeks. Give them 5 days, they'll finish in 6.

PLOS has very fast review times (they claim 10 days, which means I should have heard about a paper I submitted today). Another journal I submitted to reviewed in 4 weeks. So it's possible, at least.
