Not the same as bonsai.

Bonsai are stunted through restriction of nutrients. Take a bonsai out of its pot and put it in the ground and it'll grow to full size. With genetically dwarfed trees you wouldn't need to be so careful with the potting. You could, for example, plant an entire 4 inch mini-forest in a window planter. No matter how large the pot is the trees will *never* grow larger.

If they can get this to work with a variety that'll tolerate cubicle-land conditions (low light, low humidity) I'd buy some for the sheer novelty.
