The RAND Group is a biased and self-serving rubber-stamp organization of elitists that are nothing but yes-men to the powers-that-be. This study is hardly comprehensive... interviewing 2400 people over 5 years ago is no indication of what the siuation is RIGHT NOW, in 2006. Also, 88 billion spent on US citizens, by US citizens, is perfectly justified - 1.1 billion spent by US citizens, on NON-US CITIZENS, is just plain theft of services and is 1.1 billion TOO MUCH. Tell this to the emergency-room staff that is stretched to the breaking point. I do agree with one item, though - we should be far more concerned about the impact on the educational system, which is forced by No Child Left Behind to focus an inordinate amount of time on getting students to pass the standardized tests in subjects like, oh ENGLISH, at the expense of teaching anything else. Sounds to me like Mexico owes the US Taxpayer 1.1 billion dollars - for 2001. Wonder what the bill has accrued to NOW, 5 years later...
