First, there's no such thing as an "undocumented immigrant." if you're an immigrant you have documentation up the wazoo. That's the law about entering this country legally.. We going to have "undocumented house guests" next? Maybe "undocumented bank withdrawls?"
As for health care, RAND might want to take another look at the medical centers closing in the southwest and west. Yes, they're not being reimbursed so the actual accrued expenses are terrible skewed. However, the resources are still being used --and used up-- such that the medical faciliities are no longer available to the legal residents of the area.
This is just another in a line of garbage studies.
